Ports the append-only list camera stack in small internal steps, bundled into one self-contained draft for upstream review.

This PR intentionally stops short of the full remaining mono_list theorem surface; the goal is to upstream the new list/prefix infrastructure and the first useful wrapper layer without overloading one review.
